Time for a new timing belt and water pump?

My Toyota dealer did the timing belt for $380 total, and quoted another $280 to do the water pump and thermostat.

165,500 Brake Pad Change

I bought this truck with about 70k miles and have never changed the brake pads.  They finally wore down to the alarm point.  Took about 1.5 hours to change; second one much easier.
